When a coin mechanism spins freely without a coin it is because one of the springs has popped out of place, usually due to children trying to turn the handle without a coin, or trying creative ways (paper, paperclip, etc) to receive a toy without a token or quarter. This video explains how to easily repair the inner workings of your coin mechanism.

If it spins freely in a forward direction (to the right) the top spring needs to be adjusted or replaced. If it spins freely in a backward direction (to the left) the bottom spring needs to be adjusted or replaced.
